if given effect to, may lead to unforeseen consequences

ousting the Colony from the position it now occupies,

I venture to address you on the subject.

With the spirit that prompted the rosolutions I

horror at the conduct of the Germans in the war". I

share equally the opinion that it is necessary that

the view of the Allies and of humanity of such conduct

should be brought home to the Germans both at the

conclusion of peace and in the years that follow.

I an equally loath to associate with the Germans when

peaco is restored. It is only from the wisdom of the

steps advocated by the resolution that I diffor as I

have grave fears for the prosperity and future position

of this Colony if such stops wore adopted.

The situation of the Colony at the mouth of the

Canton River gives it an unrivalled position in respect

of the trade of Southern China. If that position wore

challenged by the creation of a port in the vicinity

with equal shipping facilitios and corected by a railway with the interior the prosperity of the Colony would, in my judgmont, be seriously menaced and be inevitably subjoot to arrest and probably to decline.

Some fow yours ago a survey was made of Whampoa. The Surveyors reported that with an expenditure ostinated at £3,000,000 shipping facilitios could be croated thore equal to and even surpassing thoso oxisting at Hongkong.

The attention of the local Govornmont has, I believe,

boon drawn to this. I need not dwell on the menace
